Capacity vs usable water volume

Thanks for the previous answer, if the tap is positioned approx 1 third up the tank, does that mean only 2 thirds of the capacity is actually accessible for use? It just seems to be much higher up from the base compared to other tanks I have. If no weight in the bottom L, how stable is the tank if empty/low fill

The capacity above the tap is 275 litres. We have never had an issue with stability of any of these tanks even when empty as they are reasonably heavy even when empty.
