Is the area beneath the tap outlet solid (ie it does not fill with water)

I presume it is solid as any water beneath the level of the tap would not be accessible. Thanks

No it is not solid. All water butts are built with the water sitting below the tap as this allows for better circulation in the Waterbutt. If the tap was at the bottom of where the water was you would get sediment build up and your tap would regularly get blocked
