It's says perfect for bunching and then says 25cm between plants.. which is it?

It is 25cm between bunches of plants. So you put 3/5 seeds per cell when bringing them on and then plant each cell as 1 plant with 3/5 Spring Onions per hole in the ground. Then space 25cm apart so they have enough space to mature
