Can you put a raised bed on a flat rock surface? Limestone? Or does it need to be in soil?

Yes you can of course put Raised beds on a hard surface. That said it would be best to use a liner in the bed. This will allow the water pass through the soil but means that it won't bring any soil with it when it leaks out. An important point to be honest. Just put the word Liner in the search bar and it will give you the different sized liners
